• High school graduate or GED Certificate
• Must be able to, or have already, successfully completed the Police Academy Program and Field Training Program (FTO), and attain Basic Peace Officer certification
• Must be age 21 upon graduation from the police academy

Immediate Employment Disqualifiers:

• Younger than 20
• No high school diploma, GED, or equivalent
• Driver's license is not valid, or lack of a safe or responsible driving history
• Conviction or other form of community supervision (including deferred adjudication or probation, but not pretrial diversion) for any felony
• Conviction or other form of community supervision for misdemeanors above Class C, within the last 10 years
• Conviction or other form of community supervision for misdemeanors involving moral turpitude within the last 10 years
• Currently charged with or under investigation for any felony, Class A or B misdemeanor, or misdemeanor involving moral turpitude
• Currently under court or community supervision for a felony, Class A or B, or moral-turpitude misdemeanor
• Any use of marijuana within the past two years. No more than forty incidents in a lifetime
• Felony-grade substance use, and Penalty Group 3 and 4 use, on the printed lookbacks
• Theft from employer totaling $50.00 or more within the past ten years
• Omission, false statement, or materially misleading statement on the application or Personal History Statement
• Conviction or community supervision for DWI within the past ten years, or more than one DWI in a lifetime

20 at application is Rockwall PD's hiring line. 21 at academy graduation is the city's second measuring point. TCOLE's own floor is 21, or 18 with an associate's degree, 60 semester hours, or an honorable discharge after two years of active service (37 TAC 217.1(b)(1)(A)). Those are not the same measuring point. Read TCOLE peace officer license requirements.

Citizenship is unpublished on the Job Preview, prior bulletin 00620, and the Immediate Disqualifiers. TCOLE's matching rule is 37 TAC 217.1(b)(17): U.S. citizen, or a legal permanent resident who is an honorably discharged veteran with two years of service and has applied for citizenship.

A valid driver's license is Immediate Disqualifiers item 3. TCOLE does not require a Texas license. TCOLE's floor is not prohibited from operating a motor vehicle, 37 TAC 217.1(b)(8).

City on Class A: conviction or community supervision for misdemeanors above Class C, within the last 10 years. TCOLE's Class A bar is conviction or court-ordered community supervision, lifetime (37 TAC 217.1(b)(4), (b)(6)). Only Class B carries the ten-year lookback. Family violence is unpublished on the city disqualifier list. TCOLE bars conviction or community supervision for family violence, 217.1(b)(7). The city line and the TCOLE floor are both published; a candidate has to clear both.
