What the Oral Board Panel Scores
The oral board is a scored exam in a conference room. Departments that print the rubric tell you what they grade. Departments that do not still score you. This page prints named boards, not a trainer's nine-point scale.
30-second answer. Tulsa Fire gives you five minutes a question and lists interpersonal skill, teamwork, judgment, problem-solving, community orientation, stress tolerance, and flexibility. Waco Fire sits six members and scores six dimensions. San Francisco ranks the H002 list on the oral interview alone.
It is not the written civil-service exam. It is not the CPAT. Fire-specific sample answers live on firefighter interview questions and answers. This page is what the panel scores.

Tulsa Fire: five minutes, no tactics
Tulsa's posted Structured Oral Assessment Candidate Orientation Guide is the city's document. A panel member reads the question. You get a paper copy. You may take notes and organize before you speak. You have five minutes per question. Finish early and say so. Hit the clock and they move on.
After you leave, the panel discusses your performance and rates each question.
Tulsa lists the dimensions that may be assessed: interpersonal skills, teamwork, judgment, problem-solving, community orientation, stress tolerance, and flexibility. The guide says you will not be scored on department procedures, firefighting tactics, or other specific job knowledge. Oral communication is usually rated separately from the content of the answer.

Waco Fire: six people, six dimensions
Waco's Fire Employment page: the Oral Interview Board is normally six members from mixed ranks. They score six job-related dimensions: appearance, situational reasoning, interpersonal skills, oral communications, dependability, and initiative.

San Francisco: the oral is the list
San Francisco Fire H002 (careers.sf.gov posting, published 9 May 2023, live 2026-08-23): the written exam is pass/fail. You may use the California FCTC written (a score of 70) or NTN FireTEAM (human relations 75, mechanical 60, math 70, reading 80; each part independent). Passing written scores get an invitation to the oral interview.
The Oral Interview is 100 percent of placement on the eligible list. It assesses knowledge and awareness of San Francisco's diverse communities, interest and motivation for public service and public safety, and competency on diversity, equity, and inclusion that the other components do not test.
Pass written, pass oral, hold a current California EMT-1 (or a California paramedic license in lieu), and your name can go on the list for up to 24 months. The department hires under Rule of the List. A failed oral can be retaken no sooner than three months.
NTN's own testing-process page describes scheduling and sending written scores to departments. It does not say NTN ranks you on an oral. San Francisco is the named city that does.
Frisco Police: three members, Chief the same day
Frisco Police Career FAQ, retrieved 2026-08-21: oral board of three members of the department, then the Chief's interview the same day as a passing oral, then a conditional offer. What to practice against those rubrics
Do not memorize a nine-point trainer scale. Map stories to the dimensions the city printed.
Tulsa: multi-part questions, notes, a complete answer inside five minutes, speech and posture scored on their own line.
Waco: appearance is a scored dimension. So is initiative. Situational reasoning is not "what would a textbook captain do." It is how you reason out loud.
San Francisco: they score whether you know this city. Generic "I want to help people" does not map to the posting.
For behavioral questions, MIT Career Advising prints the STAR method: Situation about 20 percent, Task 10, Action 60, Result 10. Most of the answer is what you personally did. Use "I." Have three to five real stories you can flex. Do not invent them.
